Chairman of the Board
Alicia Huey
Alicia Huey, a Birmingham, Ala.-based custom home builder with more than 30 years of experience in the home building industry, is NAHB’s 2023 Chairman of the Board. In 2000, Huey founded AGH Homes, Inc., which builds high-end custom homes for buyers on individual lots, and has also built in Hoover, Ala., and in several golf course communities in Vestavia, Ala.

First Vice Chairman of the Board
Carl Harris
Carl Harris, a Wichita, Kan.-based small volume spec and custom home builder with over 40 years of experience in the home building, remodeling and light commercial construction industry is NAHB’s 2023 First Vice Chairman. As co-founder and president of the Carl Harris Co., Inc. and Managing Partner of Harris Homes, he has built homes in many communities in the state of Kansas.

Second Vice Chairman of the Board
Buddy Hughes
Buddy Hughes, a Lexington, N.C.-based home builder and developer with more than 45 years of experience in the home building industry, is NAHB’s 2023 Second Vice Chairman of the Board. Hughes in 1984 opened his own general contracting business, Hughes Construction, specializing in home building and light commercial construction.

Third Vice Chairman of the Board
Bill Owens
Bill Owens, a Worthington, Ohio-based, remodeler and home builder with more than 40 years of experience in the residential construction industry is NAHB’s 2023 Third Vice Chairman. Owens is president of Owens Construction, a residential design/build firm focused on integrating seamless appearance, energy efficient technology and creating welcoming home environments.

Immediate Past Chairman of the Board
Jerry Konter
Jerry Konter, a Savannah, Ga.-based builder with over 40 years of experience in residential construction, is NAHB’s 2023 Immediate Past Chairman of the Board. He is founder and president of Konter Quality Homes, which builds a range of designs in production home communities and is also a custom builder. The company has built more than 2,200 single-family and 700 multifamily homes.

James W. Tobin III
With 25 years of lobbying and association experience in Washington, D.C., Jim Tobin is NAHB’s president and CEO. Previously, he served as NAHB's EVP, government affairs and chief lobbyist, where he directed the federal, state and local lobbying, as well as political activities for NAHB. Prior to NAHB, he was senior legislative assistant to former U.S. Rep. Frank Riggs (Calif.) and former U.S. Rep. Gary Franks (Conn.).
