John “Chuck” Fowke

John “Chuck” Fowke, a Tampa, Fla.-based custom home builder with 40 years of experience in the home building industry, is NAHB’s 2021 Chairman of the Board. As founder and president of Homes by John C. Fowke Inc., he has built hundreds of luxury homes throughout the Tampa Bay area. Fowke was inducted into the Florida HBA’s Florida Housing Hall of Fame in 2019.

First Vice Chairman of the Board

Jerry Konter

Jerry Konter, a Savannah, Ga.-based builder with over 40 years of experience in residential construction, is NAHB’s 2021 First Vice Chairman of the Board. He is founder and president of Konter Quality Homes, which builds a range of designs in production home communities and is also a custom builder. The company has built more than 2,000 single-family and 500 multifamily homes.

Second Vice Chairman of the Board

Alicia Huey

Alicia Huey, a Birmingham, Ala.-based custom home builder with more than 30 years of experience in the home building industry, is NAHB’s 2021 Second Vice Chairman of the Board. In 2000, Huey founded AGH Homes, Inc., which builds high-end custom homes for buyers on individual lots, and has also built in Hoover, Ala., and in several golf course communities in Vestavia, Ala.

Third Vice Chairman of the Board

Carl Harris

Carl Harris, a Wichita, Kan.-based small volume spec and custom home builder with over 40 years of experience in the home building, remodeling and light commercial construction industry is NAHB’s 2021 Third Vice Chairman. As co-founder and president of the Carl Harris Co., Inc. and Managing Partner of Harris Homes, he has built homes in many communities in the state of Kansas.

Immediate Past Chairman of the Board

Greg Ugalde

Greg Ugalde, CGP, GMB, a Connecticut builder and developer, is NAHB’s 2021 Immediate Past Chairman of the Board. Ugalde is the president and chief legal officer of Torrington-based T&M Building Co., Inc., one of the largest home builders in the state. T&M Homes has built more than 4,000 homes for trade-up and first-time home buyers in over 45 Connecticut communities.

Gerald M. Howard

With more than 25 years of lobbying and association experience in Washington, D.C., Jerry Howard is NAHB’s CEO. Previously, he served as NAHB’s tax counsel and chief lobbyist. He also served as chief lobbyist for the National Council of State Housing Agencies where he played a key role in the development of the low-income housing tax credit in the Tax Reform Act of 1986.
