The Flagler Home Builders Association (Flagler HBA) established a campaign to shift public perception and demonstrate the real-world impact of the construction industry through highly visible advocacy efforts. The mobilization of Flagler HBA, its members and the local workforce was in response to a proposed construction moratorium on more than 7,000 infill lots that would destabilize the local economy, housing availability and job security. Construction vehicles were staged outside of city hall, and members were encouraged to deliver powerful testimonies in public meetings that proved to be a dynamic and persuasive display of authentic messaging directed toward policymakers and local communities.
The Flagler HBA was successful in generating public awareness and media coverage, ultimately halting the advancement of the proposed moratorium. The immediate results have been lasting, with no additional moratorium efforts emerging since, ending a pattern of repeated proposals. In addition to its tangible impact on the community, Flagler HBA’s achievements have reinforced construction as a vital industry and generated public awareness in a relatable way.
