The Building Industry Association of Northern Kentucky (BIANKY) implemented a multi-channel advocacy campaign in support of House Bill 54 to align education pathways, such as internships and cooperative placements, with licensure requirements for plumbers, electricians and other industry professionals. The primary goal was to advance legislation designed to remove traditional trade pathway barriers that contribute to skilled labor shortages and delayed infrastructure development, without compromising safety and licensure integrity. This was accomplished by mobilizing industry stakeholders and expertly navigating a politically complex environment with disciplined messaging, technical clarity, coalition building and legislative testimony serving as the pillars of their campaign.

The campaign was a success and validated both the policy framework and advocacy strategies used. It also established a long-term, replicable model for workforce and educational systems, as the bill advanced through the committee with strong support. Additionally, these efforts asserted the BIANKY as a residential construction policy advocate, reinforced relationships with policymakers and addressed structural barriers to industry growth by streamlining entry into high-demand careers.
