Tri Annual Comprehensive Fee Study Report
HBA: Desert Valleys BA

Location: Palm Desert, Calif.
Size: Local Association: less than 200 members
Year: 2023
Every three years, the Desert Valleys BA (DVBA) undertakes an extensive fee study report for a side-by-side comparison of all jurisdictions in the BA’s region outlining the cost on a per lot basis for fees collected by various agencies (planning, building & safety, engineering, schools, utilities, parks, etc.). This study consistently provides cost-per-lot information for the building and development community on a city-by-city comparison basis. The report is proprietary to the DVBA, the only entity within the three-county region that generates this data set.
The user-friendly report highlights the agency fee schedule at the time of production. In addition, it provides a general baseline for what a single-family/detached home would cost in fees so that a developer and/or builder can quickly determine the preliminary costs of doing business within the region. As agencies may or may not adjust fees on an annual basis, the report remains current for upwards of three years and/or serves as a baseline for cost review.
