Welcome to the September 2025 edition of The Credential!
As the air turns crisp and the colors of fall begin to show, September brings a welcome shift—back-to-school routines, football weekends, cozy mornings, and a renewed focus on the work ahead. It’s a season of fresh starts, and there’s plenty happening across the affordable housing landscape.
One notable development: the recent passage of the One Big Beautiful Bill, which includes several important provisions for the LIHTC program. Among them: a permanent 12% increase in 9% credit allocations starting in 2026, and a lowered bond financing threshold—from 50% to 25%—for 4% LIHTC developments. While we’re not covering these changes in detail this month, they represent a significant step forward for affordable housing production and preservation.
