State and Local Issues Fund

HBA of Anchorage (AHBA)

Anchorage Housing Regulatory Reform Initiative – Phase II

Building on AHBA’s successful 2024–2026 housing advocacy initiative, the Anchorage Housing Regulatory Reform Initiative – Phase II will address remaining regulatory barriers that increase the time, uncertainty, and cost of residential development. AHBA will work with municipal officials, industry professionals, and community partners to advance practical reforms involving building inspections, permitting, land-use regulations, and development processes while creating models and lessons that can be shared. SLIF request: $20,000.

Home Builders & Remodelers Association of Connecticut

Reducing Barriers to Housing Through Municipal Service Modernization

This project will identify how municipal permitting, inspection, infrastructure coordination, and other local government services can be modernized to reduce barriers to housing production while preserving local accountability. The research will evaluate best practices from Connecticut and other states, quantify the economic impacts of inefficiencies, and produce actionable policy recommendations that improve predictability, reduce development costs, and increase housing affordability. SLIF request: $15,000

Oregon HBA

Oregon Statewide Housing Communications Initiative

SLIF will support a targeted, ongoing statewide communications campaign designed to advance housing affordability, educate the public and policymakers about Oregon's housing production crisis, and make the case for long-overdue reforms to Oregon's outdated housing policy and land use goals. SLIF request: $11,330.

Home Builders & Remodelers Association of Massachusetts

Legalize Starter Homes

The HBA is supporting a ballot petition that aims to make it legal to build single-family homes on lots as small as 5,000 square feet everywhere in Massachusetts with access to public sewer and water services. Typical lot size minimums in most suburbs currently range from 15,000 to 25,000 square feet or more, making it financially infeasible to build entry-level suburban homes for young families, downsizing seniors, and first-time buyers from all walks of life. SLIF request: $20,000.
