Message from the Chair
Welcome to the December edition of The Credential.
In this month’s edition we continue our series format, with three new articles from some of our dedicated contributors. Each article is part of a series of articles by the author. We hope you are enjoying these series and encourage you to let us know if you like the format.
AJ Johnson continues his series on Tenant Selection Plans (TSPs), a topic that used to only exist in Section 8 and public housing segments. This month’s article focuses on the key elements of the TSP as it relates to layered communities.
Scott Michael Dunn brings us back to the basics of the Low-Income Housing Tax Credit (LIHTC) program with verification requirements. He provides a review of the income verification requirements at a federal level to help demonstrate the interaction between the Department of Housing and Urban Development (HUD) and LIHTC requirements.
The third and newest series to join The Credential is from Amanda Gross, who continues to explore her work with utility allowances — something which is often taken for granted. Her article provides invaluable information for anyone involved with a LIHTC project.
Wes Daniel provided our final article. He looks back at what has happened as a result of the HUD guidance in 2016 related to criminal screening. He explores the specific experience of the company he works with, which I expect is a similar process to many management firms across the country.
Amanda Gross will also lend her expertise for our next webinar, “Preparing for Year End,” on Dec. 17 at 2 p.m. ET. The webinar will focus on practical tips and processes for compliance professionals to prepare for year-end reporting requirements.

A December edition of The Credential means that my year as chairman of the Housing Credit Certified Professional (HCCP) Board of Governors is coming to an end. I have thoroughly enjoyed my term and am in awe of all the dedicated professionals who are on the board. A lot of work goes into coordinating multiple webinars, quarterly The Credential issues and re-writing the exam to ensure it is current. I also want to thank the staff of NAHB for all the assistance it provides throughout the year to keep us on track.
