Elmo James Burke Jr., a third-generation home builder and attorney, served as the 1961 NAHB president. His innovations in residential building led to an expanded national effort in production of housing for low-income families. Burke served as president of the Greater San Antonio Builders Association in 1951 and as president of the Texas Association of Builders.
