Housing Favorability Assessment

When it comes down to it, local regulations and unofficial policies that have become ‘standard practice’ play an outsized role in determining how challenging it is to build in a community. This assessment is designed to help HBAs identify favorable policies and areas for improvement.

The assessment consists of various aspects of the home building process which the HBA should rate on a scale of 1 to 5, where 1=contributes to an unfavorable building environment and 5= contributes to a favorable building environment. Consider both the written rules and their implementation when evaluating each question.

Keep in mind that you are assessing how each of these elements comes into play in your selected community, not as a concept or at the state or federal level. For example, when considering a question about energy codes, think specifically about how they are enacted and utilized at the community level, not about federal programs or the statewide adoption process.

Please complete the assessment for ONE city or county at a time. In that community, do the following elements contribute to an unfavorable or a favorable building environment?

Upon submission to NAHB the state and local government affairs team will connect with you and create a plan to help your HBA highlight the ‘favorable’ and improve the ‘unfavorable’ results. This will be a long-term effort to foster a favorable housing environment in your community.
