To develop a targeted plan for improving home building in your community, local associations should complete the Housing Favorability Assessment for ONE city or county at a time. NAHB’s State and Local team will collaborate with local associations that complete the assessment to share advocacy tools and strategies to improve the housing favorability level in their community.

The assessment questions consist of various aspects of the home building process. Please rate on a scale of 1 to 5, where 1=contributes to an unfavorable building environment and 5= contributes to a favorable building environment. Consider both the written rules and their implementation when evaluating each question.

Keep in mind that you are assessing how each of these elements comes into play in your selected community, not as a concept or at the state or federal level. For example, when considering a question about energy codes, think specifically about how they are enacted and utilized at the community level, rather than focusing on federal programs or the statewide adoption process.

Rate each statement on a scale of 1 to 5, where 1=contributes to an unfavorable building environment and 5=contributes to a favorable building environment.
