NAHB Invests $190,000 to Advance Local Pro-Housing Policies

State and local home builders associations are on the frontlines advocating pro-housing policies to improve housing affordability in their communities. In support of these ongoing efforts, NAHB’s State and Local Government Affairs Committee approved $190,000 in financial assistance to 11 associations through the State and Local Issues Fund (SLIF) during the 2026 International Builders’ Show in Orlando.

Supporting Pro-Housing Legislation

The Indiana BA is advocating for HB 1001, pro-housing legislation in the 2026 session of the Indiana General Assembly. HB 1001 has the potential to reduce regulatory barriers, streamline permitting, and improve housing affordability.

In New York, the State Environmental Quality Review Act is a key contributing factor to the state’s severe and persistent housing affordability and supply crisis. The New York State Builders Association (NYSBA) is leading an advocacy campaign to modernize the act.

The Vermont Builders & Remodelers Association is working to promote a fair liability system that protects consumers and supports housing production.

Protecting Energy Choice

NAHB, Home Builders and Remodelers Association of Illinois, industry, legal, and labor union groups have been working together to protect energy choice for consumers at the state and local levels since 2021. When a "ban on gas" policy proposal arises at the state or local level, the coalition effectively stops the movement. The association will continue to remain an active partner in the coalition.

Advocating for Ballot Measures

The HBA of Metro Denver plans to spearhead an opposition campaign focused on defeating four proposed ballot measures. These measures seek to overturn a recently passed zoning code designed to incentivize new residential development and improve affordability within the municipality.

The California BIA is also working on a ballot measure to address challenges and modernize The California Environmental Quality Act (the state’s NEPA). The act is the single biggest obstacle to housing production in the state.

Educating the Community about the Housing Industry

The HBA of Greater Charlotte (N.C.) and the Colorado Association of Home Builders are launching public relations campaigns to educate key constituents about the home building process and how to achieve housing affordability.

The HBA of Delaware is taking a similar approach. The “Housing for Every Delawarean” campaign is an effort to create educational materials for the public and state legislators on the Housing for Every Delawarean Act, a comprehensive reform package that targets zoning, permitting, and housing production in identified growth areas.

In addition, the Greater Houston Builders Association is forming a research partnership with a local university to quantify the economic impact of housing and analyze how local regulations affect housing costs. The  HBA of Greater Portland (Ore.) will participate in an in-depth joint polling effort to support growth initiatives.
