Scaling Workforce Development Programs: From Local Impact to Statewide Reach

Many HBAs have built strong local workforce development programs, but scaling them regionally or statewide presents new challenges. This executive‑level session features HBA leaders who have successfully expanded workforce initiatives and will share practical strategies, lessons learned and insights attendees can apply in their own markets.
The workshop will cover:
- Knowing when a workforce program is ready to scale
- Proven expansion models used by successful HBAs
- Governance and staffing structures that support growth
- Building employer‑led workforce partnerships across regions
- Funding workforce expansion through grants, philanthropy and industry support
- Measuring workforce outcomes and maintaining quality at scale

Various organizations are willing to support workforce development efforts. For example, The National Housing Endowment’s Career Connections grant program supports activities that introduce young people to career opportunities in residential skilled trades. In addition, the Home Builders Institute has a list of suggested resources for workforce development funding to get started.
