Comprehensive OSHA Reform

Resolved that NAHB take immediate and continued steps to work with OSHA and members of the U.S. House of Representatives and U.S. Senate to cause OSHA to revise its procedures and/or pass legislation to fundamentally change the way OSHA approaches and implements its programs and enforces regulations, issues citations, and assesses fines and penalties and transform OSHA into an agency that works with the nation’s single family and multifamily builders to improve the safety of their operations.

The fundamental transformation should start with, and be sustained by, the utilization of a “consultative approach” that promotes a mutually-beneficial relationship between OSHA and the nation’s single family and multifamily builders that will bring about significant improvements in the development, implementation and use of safety practices; remove the “fear factor” associated with working with OSHA; benefit employees and their employers for the near and long-term future; and follow NAHB’s current Occupational Safety and Health Program Reform policy.
