Jennifer Ernst is Senior Vice President, Director, Western Office and Community Investment Officer at the Federal Home Loan Bank of Des Moines (FHLB Des Moines). Having joined the FHLB Des Moines in 2000, she currently leads the Western Office to ensure employee engagement and cultural alignment with the bank’s values and mission. She also provides leadership for the bank’s Advisory Council and works with its Board of Directors to define a strategic direction for the bank’s affordable housing and community investment products and activities.
Previously, Jennifer held positions at Impact Capital, a Community Development Financial Institution located in Seattle, Washington, where she worked with community development corporations to create multi-year business plans that informed Impact Capital’s enterprise investments. She also prepared recommendations for predevelopment funding for affordable housing. Prior to her tenure with Impact Capital, Jennifer worked as a neighborhood stabilization officer for the City of St. Louis and as a case manager for the Comprehensive Child Development Program in Alton, Illinois.
Jennifer earned a Bachelor of Arts degree from the University of the Pacific and studied public administration at the University of Washington and University of Missouri St. Louis. She has also served as a member of Plymouth Housing Group’s audit committee, the City of Seattle’s Levy Oversight Committee, and on various regional committees and panels. In 2013, she received an Ally of the Year award from Next Step Housing. Currently, Jennifer serves as a member of board of directors for the National Association of Affordable Housing Lenders (NAAHL) and chairs the Federal Home Loan Banks’ Community Investment Officers.
