Resolved that NAHB advocate for the revision of the American Recovery and Reinvestment Act of 2009 (ARRA) requiring the states that accepted the stimulus funding to adopt the 2006 International Energy Conservation Code (IECC) for residential buildings and ANSI/ASHRAE/IESNA Standard 90.1-2007 for commercial buildings;
Further resolved that NAHB assist in opposing DOE’s and other efforts to require the states that accepted the stimulus funding under the ARRA to adopt, without amendments, the 2009 IECC and ANSI/ASHRAE/IESNA Standard 90.1-2007; and
Further resolved that NAHB oppose any mandate or incentive funding in federal legislation calling for the adoption of any model building code or standard that:
- Is not either developed through a fair and open consensus process that provides for “balance of interest” in voting, including representation of consumer interests, or subjected to the federal regulatory review process; and
- Limits a state or local jurisdiction’s authority to make amendments to account for local conditions or provide more cost-effective and affordable provisions for future home buyers.
