The following are Democratic presidential candidate Joe Biden’s positions on key housing-related issues:

Housing Policy

  • Invest $640 billion over 10 years so every American has access to housing that is affordable, stable, safe and healthy, accessible, energy efficient and resilient, and located near good schools and with a reasonable commute to their jobs. Efforts include:
    • Ending redlining and other discriminatory and unfair practices in the housing market, including introduction of a new Homeowner and Renter Bill of Rights.
    • Providing financial assistance to help Americans buy or rent safe, quality housing, including down-payment assistance for first-time home buyers through a refundable and advanceable tax credit of up to $15,000 and fully funding federal rental assistance for low-income individuals and families to reduce rents and utilities to 30% of income.
    • Increasing the supply, lowering the cost, and improving the quality of housing, including through investments in resilience, energy efficiency and accessibility of homes, including establishing a $100 billion Affordable Housing Fund to construct and upgrade affordable housing and expanding the Low-Income Housing Tax Credit (LIHTC).
    • Pursuing a comprehensive approach to ending homelessness, including emergency funding and employment of “housing first” approach.
  • Biden’s $640 billion investment in America’s housing is paid for by raising taxes on corporations and large financial institutions. Specifically, approximately $300 billion of the housing plan is devoted to new construction and is encompassed in the $1.3 trillion infrastructure plan. The remaining portion is paid for by instituting a financial fee on certain liabilities of firms with over $50 billion in assets.

Labor Policy

  • Extend the right to organize and bargain collectively to independent contractors.
  • Create a cabinet-level working group that will solely focus on promoting union organizing and collective bargaining in the public and private sectors.
  • Ban state laws prohibiting unions from collecting dues or comparable payments from all workers who benefit from union representation that unions are legally obligated to provide.
  • Increase the federal minimum wage to $15.
  • Invest in communities by widely applying and strictly enforcing prevailing wages.
  • Increase workplace safety and health by directing OSHA to substantially expand its enforcement efforts, including increasing the number of investigators, and directing OSHA and relevant agencies to develop comprehensive strategies for addressing the most dangerous hazards workers encounter in the modern workplace.
  • End mandatory arbitration clauses imposed by employers on workers.
  • Expand protections for undocumented immigrants who report labor violations.
