They were prepared and submitted to Federal agencies (US Environmental Protection Agency, Fish & Wildlife Service, National Marine Fisheries Service, and Army Corps of Engineers) in response to actions by Federal agencies, such as actions related to endangered species, draft permits and guidance, and proposed regulations.
