Federal tax policy provides many incentives for housing as well as some encumbrances. The size and extent of the current tax incentives indicate the importance that housing carries in the federal agenda of priorities. The encumbrances suggest that some changes in tax law and regulation could increase the private sector’s ability to supply affordable housing to more people.
