The full NAHB funded Abt Report outlines three types of strategies designed to address the housing affordability challenge:
Land use strategies, such as planning, zoning, and novel development strategies
Financial strategies, including property taxes, other taxes, state tax credits, impact fee waivers, regional financing approaches, and other sources of financing
Other initiatives, such as informational strategies, organizational strategies, reforms to zoning and development codes, and state legislation.
The 350-page compilation of state and local affordability strategies explains how these strategies work, how they’re funded, where they’ve been used, and the advantages and disadvantages of each. This comprehensive report includes more than 40 detailed cased studies that highlight new examples of how local governments utilize some of these strategies.
