CC&S Mission The committee advocates for cost-effective and affordable building codes, standards, regulations, and state and federal legislation governing residential construction and assists affiliated HBAs in adopting and amending codes and standards at the state and local level. It advises and directs staff and members in the implementation of NAHB policy as it relates to structural design, energy conservation, fire safety, electrical, plumbing, heating, cooling and ventilation systems, accessibility, building materials, disaster mitigation, and green building. It appoints ad hoc work groups to advise staff on positions to advocate in response to proposed amendments to codes and standards and advises on amendments to propose and advocate on behalf of NAHB. The committee also recommends NAHB members to represent builders' interests on International Code Council (ICC) code development committees and directs NAHB's participation in codes and standards development activities of organizations such as the National Fire Protection Association (NFPA), American Society of Civil Engineers (ASCE) and American Society of Testing and Materials (ASTM) among others. The committee is also supported by five subcommitees under its direction.
The Building Code Subcommittee focuses on issues related to cost-effective and affordable building codes and recommends actions for addressing those issues to the Construction, Codes and Standards Committee. It advises staff and members in the implementation of NAHB policy as it relates to codes impacting structural design, fire safety, electrical, plumbing, heating, cooling and ventilation systems, accessibility, building materials and disaster mitigation. It convenes member advisory groups to advise staff on positions to advocate in response to proposed amendments to national model building codes and advises on amendments to propose and advocate on behalf of NAHB. The subcommittee deals with codes developed and maintained by the International Code Council, National Fire Protection Association and the International Association of Plumbing and Mechanical Officials.
The Construction Technology Research Subcommittee identifies, recommends, and oversees research projects that affect all areas of home design and construction. It develops, reviews, and prioritizes research projects, and seeks funding from NAHB and co-funding from governmental and private-sector organizations. It assists the NAHBResearchCenterin partnering with other research organizations and in establishing peer review of proposals and reports by experts in the research area, and selects NAHB members participation on peer review panels. The Energy Subcommittee focuses on issues related to cost-effective and affordable energy codes, standards, regulations, state and federal legislation and recommends actions for addressing those issues to the Construction, Codes and Standards Committee. It advises staff and members in the implementation of NAHB policy as it relates to energy conservation requirements for residential construction. It convenes member advisory groups to advise staff on positions to advocate in response to proposed amendments to critical standards and advises on amendments to propose and advocate on behalf of NAHB. The subcommittee also works with federal government affairs to analyze proposed federal legislation, prepare comments and provide testimony.
